The U.S. Defense Advanced Research Projects Agency (DARPA) is partnering with cybersecurity firm Galois to develop open-source voting technology designed to let voters confirm their ballots were accurately recorded, according to a report from Motherboard. The initiative, managed by DARPA scientist Linton Salmon, seeks to provide a secure framework that commercial vendors can adopt, rather than producing a deployable voting system itself.
“We will not have a voting system that we can deploy. That’s not what we do,” Salmon told Motherboard. “We will show a methodology that could be used by others to build a voting system that is completely secure.” This approach aims to address persistent concerns about voting machine reliability, which have surfaced in numerous elections due to misrecorded ballots or suspected hacking.
How the System Would Work
The proposed technology includes a paper receipt printed after a voter makes selections, which the voter can review before feeding it into a separate machine that records the vote. This receipt, according to Galois principal scientist Joe Kiniry, “does not permit you to prove anything about how you voted, but does permit you to prove that the system accurately captured your intent and your vote is in the final tally.” This mechanism is intended to provide transparency without compromising ballot secrecy.
To ensure the new software is more secure than current systems, DARPA plans to invite a broad range of experts—including academic computer scientists and independent hackers—to probe the technology for vulnerabilities. This open testing approach is a departure from the proprietary, closed systems often used by voting machine vendors, which have been criticized for lack of transparency.
Why This Matters
The push for open-source voting technology comes amid growing public concern over election integrity. While no widespread hacking of U.S. voting systems has been confirmed, incidents of machine errors and calibration issues have eroded trust. DARPA’s project, which reportedly has a budget of $10 million, aims to provide a blueprint that could be adopted by manufacturers to enhance security across the board.
If successful, the methodology could lead to voting machines that are not only more secure but also more auditable, allowing election officials and the public to verify results with greater confidence. The project is still in development, and no timeline for deployment has been announced.
